Dick Ginman - Debriefs

Mr. Ginman has more than 47 years’ experience in government and commercial business in the fields of contracting, acquisition, logistics, and financial management. He is currently a Government consultant to the Director, Defense Procurement and Acquisition Policy (DPAP) in the office of the Under Secretary of Defense (Acquisition, Technology and Logistics). In this role he leads peer reviews of large competitive acquisitions to improve their quality by sharing best practices.

 He also serves on the Board of Directors of the National Contract Management Association (NCMA) and the National Industries of the Blind. He is a Fellow in NCMA and is an NCMA Certified Professional Contracts Manager.

 He was the Director, DPAP, chaired the Government Accountability and Transparency Board, was the Vice President, Maritime Information Systems for General Dynamics Advanced Information Systems; Director of Contracts, Digital System Resources; Commander, Navy Exchange Service Command; Deputy for Acquisition and Business Management for the Assistant Secretary of the Navy (RD&A); and Deputy Commander for Contracts, Naval Sea Systems Command. He served on USS Puffer (SSN 652), USS Ranger (CV 61) and USS Hunley (AS 31).

 Mr. Ginman retired from the Supply Corps, United States Navy as a Rear Admiral in 2000. He received a Bachelor of Arts from Williams College and a Masters of Business Administration from George Washington University.

Jean Lohier - FAR Updates

Jean Marceau Lohier, CPCM, CFCM, is currently a Sr. Contracts Manager with AT&T Government Solutions, Inc. (AT&T), a Subject Matter Expect (SME), the President of the Tysons Chapter of the National Contracts Management Association (NCMA), Co-Lead of the Contracts Working Group for the Integrated Program Management Division (IPMD) of the National Defense Industrial Association (NDIA), a member of the School of Business Industry Advisory Council (IAC) of American Public University System (APUS)/American Military University (AMU) (Government Contracting and Acquisition Program) since 2016 and an Instructor Contractor with INL/CAP Training – U.S. Department of State (DoS).

 Prior to his current roles, Mr. Lohier held several contracts management positions, including as Contracts General Manager with GTSI Corp. (now Unicom Government, Inc.) and a Sr. Contracts/Grants Administrator with the Academy for Educational Development in Washington, DC.  He provides life-cycle contract management and negotiation for all contract types from pre-sales (including strategy and development support) to post-award and contract close-out phases.  He has successfully led, trained, coached, and mentored multiple teams and contracts professionals from Government & Industry.  He has also helped establish processes and procedures to ensure compliance with contracts and profitability to the organizations.  Nationally, he has presented at conferences and has published several professional articles most of them in the Contract Management Magazine. 

 Mr. Lohier holds two post-bachelor Degrees: one from Georgetown University (GU) in Paralegal Studies and the other from the University of Virginia (UVA) in Procurement and Contracts Management.  He is a U.S. President’s Volunteer Award Winner Gold (2016-2014-2013) and Silver (2015-2012).  He is the 2015 recipient of the prestigious “NCMA’s Best Contract Management Magazine Article” award.

Maria Swaby - Protests

Maria Swaby is the Suspension and Debarment Official (SDO) for the U.S. General Services Administration (GSA).  As SDO, Maria takes appropriate suspension, debarment or other administrative actions with government-wide effect to protect the Federal Government’s interests.  In addition, Maria supports GSA’s Senior Procurement Executive on a variety of acquisition policy and government contracts issues.  Maria is also GSA’s Agency Protester Official (APO) and she hears and decides protests filed at the agency level.  Prior to the SDO and APO positions, Maria was the Director, Suspension & Debarment and Contract Remedies Divisionfor GSA. In that role, Maria was responsible for the management and oversight of GSA’s suspension and debarment program, and the agency protest, and eligibility determination functions.

 Maria received a Bachelor of Arts degree in English and French from the University of Connecticut and a Juris Doctor from the University of Connecticut School of Law.  Maria studied for one year in Rouen, France, during college, and for one semester in Aix-en-Provence, France, during law school.  She also has an LL.M. degree from The George Washington Law School.  Maria is a member of the Connecticut Bar Association, the American Bar Association - Public Contracts Law Section, and the National Contract Management Association.  She is a former co-chair of the ABA Suspension & Debarment Subcommittee, speaks regularly on the topic of suspension and debarment to the legal, government, contractor and public procurement communities, and serves as a consultant to foreign governments on their suspension and debarment systems.
