The NCMA Woodlawn Chapter is presenting a discussion about “Subcontracting Management” at the Lunch and Learn event scheduled for April 12^th. In accordance with FAR Subpart 19.7 the Small Business Subcontracting Program requires all procurements expected to exceed $700,000 (1.5M for construction) to have an approved Subcontracting Plan. Our esteemed panel members will share information about how the industry prepares for the subcontracting plan, lessons learns, best practices, and new subcontracting policies and procedures. Our panel of experts for this meeting will be:

Jim Kirlin, CPCM, CFCM, Fellow, President of Kirlin Consulting, LLC

Jim has 30 years of contracts and supply chain experience in government and industry.  Jim holds several professional certifications in subcontract management, compliance, contracting, supply chain, and supplier diversity.  Jim has been honored with the NCMA Alvis D. Keen Honorary Life Member Award, NCMA Charles A. Dana Distinguished Service Award, the NCMA National Achievement Award, and the NCMA Education Award (twice).  Jim served on the NCMA Board of Directors and served as Chair of the Policy Committee.  He is the author of two articles in NCMA’s Contract Management magazine. He has presented at six NCMA World Congresses and at numerous National Education Seminars and Chapter meetings.  Jim is the author of the book “Subcontract Management from A to Z”.  Jim is the co-author of the book “Desktop Guide to FAR Essentials”.

Joyce Magness, Manager/Director Strategic Sourcing Subconracts/Procurement, NGS

Joyce has over 30 years of Contracts, Subcontract, Procurement, and Export Management(s) experience in Government contracting.  Currently, she is a Manager/Director, Strategic Sourcing Subcontracts/Procurement at National Government Services, a subsidiary of Anthem Health, an IT health organization servicing the Federal Government Centers for Medicare & Medicaid Services (“CMS”) platforms.  Previously, Joyce worked for years in the Department of Defense arena for a major warfare manufacturer.  Throughout her career, she has managed a multitude of Contract/Subcontract types with high degrees of complexities; along with being a lead on a success CPSR Audit.  Her vast experience has enabled her to successfully maneuver the full life  cycle acquisition and bring value to the organization she serves.  She graduated with honors from Towson University and Stevenson University (a.k.a., Villa Julie College) with dual degrees in Business Administration and Paralegal Studies.

Betsy Cerulo, CEO AdNet/AccountNet, Inc.

Betsy Cerulo is the founder of AdNet/AccountNet, Inc, - Advocates for Workplace Excellence & Equality which is an 8(a) certified firm also LGBTE and WBE certified.  AdNet is a management consulting firm focused on Professional Staff Augmentation and Executive Search.  Based in Baltimore, Maryland, serving federal and commercial clients throughout the United States, AdNet’s expertise is in identifying and evaluating SME’s in Accounting/Finance, Human Resources and Legal specialties.

Betsy’s passion is fostering/mentoring new entrepreneurs and serving Diverse communities.  Betsy is President of the Maryland LGBT Chamber of Commerce.  AdNet serves the Marian House in preparing women for the workforce who have successfully completed their rehabilitation program.  Betsy serves on the National Gay and Lesbian Chamber of Commerce and Women’s Presidents’ Educational Organization Certification Committee; is a member of the NGLCC Federal Procurement Group advocating for LGBT owned companies to receive contract set aside recognition.  Betsy serves on the Development Committee for Chase Brexton Health Services.
